Intra-elite Warfare: Oligarchs Succeed! Only the People Suffer!

On a scale not seen since the ‘great’ world depression of the 1930’s, the US political system is experiencing sharp political attacks, divisions and power grabs. Executive firings, congressional investigations, demands for impeachment, witch hunts, threats of imprisonment for ‘contempt of Congress’ and naked power struggles have shredded the façade of political unity and consensus among competing powerful US oligarchs.

For the first time in US history, the incumbent elected president struggles on a daily basis to wield state power. The opposition-controlled state (National Public Radio) and corporate organs of mass propaganda are pitted against the presidential regime. Factions of the military elite and business oligarchy face off in the domestic and international arena. The oligarchs debate and insult each other. They falsify charges, plot and deceive. Their political acolytes, who witness these momentous conflicts, are mute, dumb and blind to the real interests at stake.

The struggle between the Presidential oligarch and the Opposition oligarchs has profound consequences for their factions and for the American people. Wars and markets, pursued by sections of the Oligarchs, have led opposing sections to seek control over the means of political manipulation (media and threats of judicial action).

Intense political competition and open political debate have nothing to do with ‘democracy’ as it now exists in the United States.

In fact, it is the absence of real democracy, which permits the oligarchs to engage in serious . The marginalized, de-politicized electorate are incapable of taking advantage of the conflict to advance their own interests.

President Trump: Nationalist Capitalism, An Alternative to Globalization

President Trump’s Critique of the Ruling Class

The centerpiece of Trump’s critique of the current ruling elite is the negative impact of its form of globalization on US production, trade and fiscal imbalances and on the labor market. Trump cites the fact that US industrial capitalism has drastically shifted the locus of its investments, innovations and profits overseas as an example of globalization’s negative effects. For two decades many politicians and pundits have bemoaned the loss of well-paid jobs and stable local industries as part of their campaign rhetoric or in public meetings, but none have taken any effective action against these most harmful aspects of globalization. Trump denounced them as “all talk and no action” while promising to end the empty speeches and implement major changes.

President Trump targeted importers who bring in cheap products from overseas manufacturers for the American market undermining US producers and workers. His economic strategy of prioritizing US industries is an implicit critique of the shift from productive capital to financial and speculative capital under the previous four administrations. His inaugural address attacking the elites who abandon the ‘rust belt’ for Wall Street is matched by his promise to the working class: “Hear these words! You will never be ignored again.” Trump’s own words portray the ruling class ‘as pigs at the trough’ (Financial Times, 1/23/2017, p. 11)

Trump’s Political-Economic Critique

President Trump emphasizes market negotiations with overseas partners and adversaries. He has repeatedly criticized the mass media and politicians’ mindless promotion of free markets and aggressive militarism as undermining the nation’s capacity to negotiate profitable deals.

President Trump’s immigration policy is closely related to his strategic ‘America First’ labor policy. Massive inflows of immigrant labor have been used to undermine US workers’ wages, labor rights and stable employment. This was first documented in the meat packing industry, followed by textile, poultry and construction industries. Trump’s proposal is to limit immigration to allow US workers to shift the balance of power between capital and labor and strengthen the power of organized labor to negotiate wages, conditions and benefits. Trump’s critique of mass immigration is based on the fact that skilled American workers have been available for employment in the same sectors if wages were raised and work conditions were improved to permit dignified, stable living standards for their families.

China’s Pivot to World Markets, Washington’s Pivot to World Wars…

China and the United States are moving in polar opposite directions: Beijing is rapidly becoming the center of overseas investments in high tech industries, including robotics, nuclear energy and advanced machinery with collaboration from centers of technological excellence, like Germany.

In contrast, Washington is pursuing a predatory military pivot to the least productive regions with collaboration from its most barbaric allies, like Saudi Arabia.

China is advancing to global economic superiority by borrowing and innovating the most advance methods of production, while the US degrades and debases its past immense productive achievements to promote wars of destruction.

China’s growing prominence is the result of a cumulative process that advanced in a systematic way, combining step-by-step growth of productivity and innovation with sudden jumps up the ladder of cutting edge technology.

China has moved from a country, highly dependent on foreign investment in consumer industries for exports, to an economy, based on joint public-private investments in higher value exports.

Hillary Clinton: Electing a “Foreign Spy” for President?

During her 4 years as Secretary of State of the United States (2009-2014), Hillary Clinton controlled US foreign policy.  She had access to the most confidential information and state documents, numbering in the tens of thousands, from all of the major government departments and agencies, Intelligence, FBI, the Pentagon, Treasury and the office of the President. 

She had unfettered access to vital and secret information affecting US policy in all the key regions of the empire.

Today, Mme. Clinton’s critics have focused on the technical aspects of her violations of State Department procedures and guidelines regarding handling of official correspondences and her outright lies on the use of her own private e-mail server for official state business, including the handling of highly classified material in violation of Federal Records laws, as well as her hiding official documents from the Freedom of Information Act and concocting her own system exempt from the official oversight which all other government officials accept.

For many analysts, therefore, the issue is procedural, moral and ethical.  Mme. Clinton had placed herself above and beyond the norms of State Department discipline.  This evidence of her arrogance, dishonesty and blatant disregard for rules should disqualify her from becoming the President of the United States.  While revelations of Clinton’s misuse of official documents, her private system of communication and correspondence and the shredding of tens of thousands of her official interchanges, including top secret documents, are important issues to investigate, these do not address the paramount political question:  On whose behalf was Secretary Clinton carrying out the business of US foreign policy, out of the review of government oversight?

Empire or Republic: Imperial Wars and Domestic Epidemics

Washington escalates its military interventions abroad, launching simultaneous air and ground attacks in Syria, Iraq and Afghanistan; multiplying drone attacks in Pakistan, Yemen, and Somalia; training, arming, and financing proxy mercenaries in Jordan, the Gulf States, and Iraq; and dispatching National Guard battalions to West Africa, ostensibly to combat the Ebola epidemic, though they lack the most elementary public health capabilities. All in all the US spent $3.5 trillion for military invasions over 6 years.

At the same time, the US domestic public health services have deteriorated. At the state and local level, like Dallas, Texas and at the national level, officials and major institutions demonstrate an inability to effectively detect and manage cases of Ebola infections among the general population in a timely manner. An infected Liberian immigrant was not diagnosed correctly when he presented to a major Dallas hospital emergency room. Instead he received irrelevant and unnecessary ‘imaging studies’ and was sent home with oral antibiotics. This confirmed the widespread belief that Emergency Room physicians and nurses are under pressure from their administration to order costly CT scans and MRIs on patients as a way to make money for the hospital and to cover-up their incompetence at basic patient history and physical examination. Despite the patient’s informing hospital workers of his recent arrival from Liberia, an Ebola outbreak hot-spot, personnel did not put on basic protective gowns, gloves, hoods and masks and they allowed the febrile, vomiting, desperately sick man to contaminate large areas of the emergency department, waiting room and MRI suite. Quarantine was not even considered…

The director of the Dallas hospital covered up for his organization’s incompetence by a series of victim blaming – the patient, the computer system, the nurses… National health guidelines may have been inadequate at the time, but Ebola was clearly on the national radar and the CDC had provided basic guidelines and measures. All hospitals have infectious control committees, disaster preparedness committees and receive state and national alerts.

As the crisis and public panic deepened, President Obama engaged in vigorous political fund-raising. Meanwhile, Vice President Biden was preoccupied by his 40+ year-old son’s expulsion from the Navy Reserve for cocaine use. The Defense Secretary was busy picking targets to bomb in Syria and Iraq…

The Cabinet met over ‘National Security’ issues like ISIS, expanding military interventions around the world, while US medical personnel, international travelers and their family members, as well as average American citizens felt more threatened by the apparent breakdown of the public health system, both at the local and national levels, in the face of a deadly viral infection.

Foundation of the US Empire: Axes of Evil

Empires are not easy to sustain given the multiple enemies that they provoke: at the international level (imperial rivals and emerging new powers), at the national level (national resistance movements, unreliable clients and untrustworthy ‘Sepoy’ armies) and at the local level (boycotts, sabotage and strikes). Imperial difficulties are multiplied when an empire is in economic decline, (loss of market shares with growing debt), facing domestic unrest as the economic costs to the taxpayers exceed the returns by a substantial margin; and when the political elite is internally divided between ‘militarists’ and ‘free market’ advocates.

The US Empire today is in the midst of a long-term decline, during which it has suffered a series of costly defeats. In addition, Washington has assumed long-term burdensome commitments to allies who have imposed their own ambitions of seeking ‘mini empires’ (Israel, Turkey, and Saudi Arabia).

The US White House has increasingly adopted a military definition of ‘imperial leadership’ at the expense of reconfiguring imperial relations to accommodate potential new political and economic partners.

As the empire slides, the political elite, operating with a highly militarized mind set, has expanded its intrusive global intelligence networks to spy on allies, adversaries and its own citizens. Washington has risked deepening hostilities among key allies (Germany and Brazil) and exacerbating conflicts with conciliatory competitors (Russia) by refusing to curtail its massive espionage. Spying is a clear hostile act and part of the policy of military-driven empire building.

Empires Depend on Alliances

The entire edifice of the US Empire, like the earlier British Empire, is sustained through a series of complex alliances.

US military forces are injected into a country to orient and ensure that local military and police forces efficiently control their population and become available as mercenaries to fight overseas wars for the US Empire.

The Soaring Profits of the Military-Industrial Complex, The Soaring Costs of Military Casualties

There are two major beneficiaries of the two major wars launched by the US government: one domestic and one foreign. The three major domestic arms manufacturers, Lockheed Martin (LMT), Northrop Grumman (NOG) and Raytheon (RTN) have delivered record-shattering returns to their investors, CEOs and investment banks during the past decade and a half. The Israeli regime is the overwhelming foreign beneficiary of the war, expanding its territory through its dispossession of Palestinians and positioning itself as the regional hegemon. Israel benefited from the US invasion which destroyed Iraq, a major ally of the Palestinians; the invasion provided cover for massive Israel’s settler expansion in the Occupied Palestinian territories. In the course of its invasion and occupation Washington systematically destroyed Iraq’s armed forces and civil infrastructure, shredding its complex modern society and state. By doing so, the US occupation removed one of Israel’s major regional rivals.

In terms of cost to the United States, hundreds of thousands of soldiers who had served in the war zones have sustained severe physical and mental injuries, while thousands have died directly or indirectly through an epidemic of soldier suicides. The invasion and occupation of Iraq has cost the United States trillions of dollars and counting. Despite the immense costs to the American people, the military-industrial complex and the pro-Israel power configuration continue to keep the US government on a wartime economy – undermining the domestic social safety net and standard of living of many millions.

No peaceful economic activity can match the immense profits enjoyed by the military-industrial complex in war. This powerful lobby continues to press for new wars to sustain the Pentagon’s huge budget. As for the pro-Israel power configuration, any substantive diplomatic peace negotiations in the Middle East would end their naked land grabs, reduce or curtail new weapons transfers and undermine pretexts to sanction or attack countries, like Iran, that stand in the way of Tel Aviv’s vision of “Greater Israel”, unrivaled in the region.

The costs of almost 15 years of warfare weigh heavily on the US Treasury and electorate. The wars have been dismal failures if not outright defeats. New sectarian conflicts have emerged in Syria, Iraq and, now, Ukraine – opportunities for the US arms industry and the pro-Israel lobbies to make even greater profits and gain more power.

The on-going horrendous costs of past and continuing wars make the launch of new military interventions more difficult for US and Israeli militarists. The US public expresses wide-spread discontent over the burden of the recent past wars and shows even less stomach for new wars to profit the military-industrial complex and further strengthen Israel.
